Youth mental health services
Eastern Melbourne Primary Health Network (EMPHN) commissions a range of services for young people with mental health issues, and alcohol and other drug issues, taking both a stepped care and whole-of-person approach.

EMPHN-commissioned youth mental health services focus on young people who are disadvantaged, at risk, or have complex needs. Where possible, these services provide support options that involve family and carers. Read about our youth mental health services below.
headspace
headspace promotes wellbeing and provides early-intervention mental health services for young people aged 12 to 25. There are four core service streams, including:
- Mental health
- Physical health (including sexual health)
- Alcohol and other drug services
- Educational and vocational support
headspace provides ‘wrap-around’ services for free, or at a low cost.
Centres
At a headspace centre, young people may access support from a GP, psychologist, social worker, alcohol and drug worker, counsellor, vocational worker, youth worker, or Aboriginal health worker. The centres also provide mental health services to young people in Victorian government secondary schools.
Centres are designed not just for young people, but with them, to ensure they are relevant, accessible and meet the needs of young people and their families. Each centre offers unique services that reflect the needs and services of its local community.
All headspace centres are funded by the Australian Government Department of Health. The administration of funding is carried out locally by Primary Health Networks (PHNs).

BounceBack (Youth Enhanced Service)
This service supports young people (12 to 25 years) who have complex needs and/or emerging mental health issues, focusing on those at risk of severe mental illness. BounceBack supports young people aged 12 – 25 years old who:
- Live, study or work in the Eastern Melbourne Primary Health Network catchment.
- Are experiencing severe and complex mental health issues, but at the time of referral, do not meet the criteria for tertiary mental health services.
- Are not able to afford or access another similar services.
BounceBack staff will work collaboratively with young people, and their family and carers, to understand their support needs, develop an individual care plan and provide treatment and referrals.
BounceBack is located at the Epping Community Services Hub, 713 High Street Epping, and EACH Office on Capital City Boulevard Knox (next to the Westfield).
