How we fund health services

Eastern Melbourne Primary Health Network (EMPHN) finds emerging community needs and gaps in the healthcare system. We do this by working with health professionals, consumers, and carers and also use health data to inform our work. We then commission services to fill the needs and gaps in the healthcare system.

Commissioning is the process of working with people with lived experience. These individuals use health services in our region, communities, and health providers. We work with them to understand how health and wellbeing needs are being supported and how they can be improved across our region.

Our Commissioning framework

The EMPHN Commissioning Framework provides us with:

  • Principles and guidance to work with stakeholders when designing and commissioning health services to meet community needs.
  • A shared and transparent approach to decision-making in an environment of collaboration and co-design.
  • A continuous improvement approach that expresses our values of leadership, understanding, outcomes and collaboration.

Procurement, tenders and opportunities

EMPHN’s procurement is driven by:

  • Better health outcomes, better health experiences and a more integrated health system, delivering value for money outcomes.
  • Ensuring the procurement of goods and/or services is in accordance with legislation and regulations.
  • Ensuring probity and good governance that comes with managing funds sourced from Australian taxpayers.

As part of our commissioning framework, we leverage the most appropriate online systems such as eProcure and DocuSign to release opportunities and to identify and engage with the best providers to deliver health services in our community.

eProcure

Our online tendering system eProcure helps us provide a transparent and accountable process, in line with Commonwealth procurement guidelines, that is more efficient and less costly for both Eastern Melbourne PHN and our providers.

Free registration

To use eProcure system and to access the procurement opportunities, you must first be a registered provider. There is no charge for registration.

Why register?

Once confirmed as a registered provider you:

  • Receive email notifications when you register your interest in a tender we publish to eProcure.
  • Can download and view procurement documentation electronically.
  • Will be able to submit applications through the e-tender box facility.
  • Log questions and see answers in the Q&A Forum on TenderSearch©.
