Eastern Melbourne Primary Health Network (EMPHN) is Requesting Expressions of Interest (REOI) from interested service providers for Unified Program.

About the Unified Program

The Unified Program represents a strategic shift in how primary health care is commissioned and delivered across the EMPHN catchment. It is designed to foster place-based, integrated care that evolves over time. Phase One focuses on four priority cohorts, and EMPHN welcomes responses from solo organisations or collaborative partnerships ready to deliver now and grow with the model.

This REOI is the mandatory first step in a two-stage procurement process. Only providers who respond to this REOI will be eligible to participate in the subsequent Request for Proposal (RFP).

REOI timelines: 

  • Tuesday 21 October 2025, 2.00pm: REOI will be released via eProcure
  • Tuesday 28 October 2025, 1.00pm – 2.00pm: REOI Online Industry Briefing. The briefing will be held via Microsoft Teams. Register to attend the industry briefing here. 
  • Tuesday 11 November 2025, 2.00pm: REOI questions close
  • Tuesday 18 November 2025, 2.00pm: REOI submissions will close via eProcure 

REOI documentation and notification 

The REOI will be published on EMPHN’s eProcure online portal. To receive notification when the REOI is published, you must be registered on eProcure. 

Communication and enquiries 

  • All communications and enquiries must only be directed in writing via eProcure. 
  • Questions will also be accepted during the industry briefing session.
