We’re looking for a Senior Program Officer – Health Systems Improvement to lead EMPHN’s innovative Clinical Insights initiative, scaling it from a successful pilot to a system-wide implementation that empowers GPs to improve clinical care and patient outcomes through data-driven reflection.
About the Role
This role will lead the strategic and operational delivery of the program, coordinating across clinical, data, and digital partners to deliver clinical insights that drive system change at scale. You’ll oversee the integration of Clinical Insights within EMPHN’s quality improvement framework, build capability across teams, and ensure the program continues to evolve as a national example of innovation in primary care.
About You
You’re a strategic and hands-on professional who thrives working with clinical data, implementation and people. You understand how data can drive systems change, and you’re motivated by the opportunity to help GPs deliver quality care.
You bring a blend of clinical data knowledge, product thinking, and program leadership. You’re comfortable leading the evolution of an innovative product in partnership with academia, data providers, and clinicians — and can translate complex ideas into practical, scalable solutions for general practice.
You combine an analytical mindset with strong people skills: you can interpret data and turn it into meaningful insights, while building trust and engagement with GPs, general practice teams, and stakeholders. You must be collaborative and excel in an environment where you can balance detail and delivery, with creativity and strategy.
To be successful in this role, you will:
• Have experience working with clinical data, quality improvement, or digital health in primary care. Product and clinical experience would be ideal
• Can manage complex projects and partnerships, especially within a health system context
• Are curious, reflective, and motivated to learn
• Can work across strategy and execution
Key Responsibilities
• Lead the scale-up of the Clinical Insights program — evolving it from pilot to full implementation across the EMPHN catchment and beyond.
• Oversee program design, delivery, and continuous improvement, ensuring clinical, technical, and operational alignment.
• Work collaboratively with partners (academia, data providers, GP experts, and internal teams) to build, test, and refine data-driven feedback systems.
• Enhance automation, reporting and product functionality to support large-scale delivery.
• Drive GP engagement and adoption, positioning Clinical Insights as a trusted, value-adding tool for GPs and policy makers.
• Integrate the program within EMPHN’s broader quality improvement framework and practice support functions.
• Monitor and evaluate impact, using insights from implementation science to inform learning, adaptation, and sustainability planning.
• Represent EMPHN externally, sharing lessons and outcomes through conferences, publications, and cross-PHN collaborations.
