Bulk Billing Incentive (BBI) Expansion

From 1 November 2025, every general practice will benefit from expanded eligibility for bulk billing incentives (BBIs). Currently, bulk billing incentives apply when bulk billing children under 16 and Commonwealth concession card holders. From 1 November, this will be expanded to include all Australians with a Medicare card.

It is important to note two things:

  • Expanded eligibility for bulk billing incentive items is not linked to MyMedicare. It does not require the practice or patient to be registered to be eligible. It is included in this section due to ties to the resources for the program outlined below.
  • Whether an item attracts a single or triple bulk billing incentive is not affected by this expansion.
